GENERAL MEETING HELD ON
The
Chairman opened the meeting at
1)
APOLOGIES
Apologies were received from Inflatable Dates who would be late due to an
11-a-side match
Italcamb, Legends, Shenannigans and Deluca Cuccina were not
represented.
New teams Orient Old Boys and Netherhills United were also
represented.
2)
MINUTES
The minutes of the 2006 A.G.M. were taken as
read.
3)
CHAIRMAN’S REPORT
The Chairman felt that there had been positives during the year, but
some negatives too.
Negatives were that some teams did not seem to make any effort to get
matching kit or bring a spare set in case of a colour clash. How hard can it be
to get 5 shirts the same colour? It would not be allowed in an 11-a-side match,
the league and all the teams are affiliated to Cambs FA. This creates the wrong
standard. Similarly there were still players who did not wear shinpads. Terry
Wilby commented that he had asked Kelsey Kerridge to consider selling shin
pads.
It was noted from the floor that sometimes guest teams are allowed to
play without shinpads. Terry Wilby replied that all guest teams are made aware
of the rules, but occasionally there is not enough time for the players to buy
shinpads, and as the game is classed as a friendly the rules are not rigorously
applied. If the referee has failed to spot an infringement the players should
bring it to the referees attention.
The Chairman also mentioned the times when teams fail to turn up, it is
soul destroying for a referee to turn up only to referee 1 or 2 games. Teams
must ensure the players know the fixtures.
He congratulated the trophy winning
teams.

SECRETARY’S REPORT
The Secretary thanked everyone for
turning up, and thanked to those who organise their teams, making sure that
players turn up on the right date and at the right time. He also commented that
the league belongs to all, and any decisions made will be agreed by
all.
He asked that those present ensure they
have signed the attendance sheet or their team will be fined
£25.
For the first time in many years some
teams were expelled which he found disappointing, especially as those teams did
not have the decency to reply to phone calls or
emails.
There had been 17 occasions when there
had been no-shows, 9 by 3 teams which resulted in their expulsion, 2 teams twice
and 4 teams once. In 6 occasions the team had contacted us beforehand. The more
notice given allows more chance of getting a guest team to play. The rules
bought in a couple of years ago where a team is also deducted points for not
turning up probably affected who won Division 1 this
season.
The start of the season was affected by
teams not informing the league that they would not be continuing, and the time
it took to get new teams in. Some people on the waiting list were on holiday in
August. To minimise the problem the Secretary asked that all teams pay a £25
non-returnable deposit by the end of May to guarantee a place in the league for
next season, then offer any spare places to new teams on a first come basis. The
remainder of the money will be due by 1st August, with £10 a month
added for late payment. He asked that if any teams had problems getting all the
money at once should talk to Terry Briggs or himself to agree stage payments,
which must always be in advance. Last season the league had lost some money when
he had promises to pay that did not happen.
On refereeing he felt there were the
same old problems of teams having mixed kit, players not knowing the rules,
aggressive play and un gentlemanly conduct. On the last point when he had seen
players deliberately kicking the ball away he had warned that if it was repeated
the player would be blue carded.
MRC and Shooting Stars had informed the
Secretary that they would not be continuing. As in the past when a team drops
out of Division 1 the team in 3rd place in Division 2 is offered the
chance to be promoted, Chosen Men have accepted and will play in Division 1 next
season.
The first games next season are on
Thursday 20th September. He asked that if there were any dates when a
team know they will not be able to get a team to let him know as once the
fixtures are done it is very hard to change
them.
5)
DISCIPLINARY SECRETARY’S REPORT
Terry Wilby reported that there had been very few disciplinary problems,
just a couple of red cards and around a dozen blue cards which he felt was
better than in past years.
Terry Briggs commented that referees tend to avoid using red cards if
possible, usually a blue card is sufficient to diffuse a
situation.

TREASURERS REPORT
The Treasurer reported that despite the lower disciplinary issues there
had been a reasonable amount of income from fines, some of which was from the
previous season. There had been a lot of income from guest teams, and he thanked
Terry Wilby for arranging guest teams. As mentioned earlier there were a couple
of teams who had not paid their full fees, the loss was offset by income from
the guest teams. Coopers had supplied good trophies at a good price. Banking for
the League continues to be free, however there is very little interest earned on
the money. There would be £538 carried forward to next
season.
A question from the floor asked if it was possible to get a discount from
Kelsey Kerridge Sports Centre. Terry Wilby (who is on the Board of Trustees of
KKSC) replied that the time the League play is peak time and KKSC could sell the
time very easily, so there is no discount. KKSC have tried to get a discount on
parking for users but the City Council would not give any. There are discount
cards available that make entry a little cheaper for regular
users.
Fees for the coming season were set at £210 per team, which included £10
+ VAT for Cambs. FA

Any fines paid on the night would show in the following seasons
accounts.

ELECTION OF OFFICERS.
The Chairman asked if anyone wanted to take the positions of Chairman,
Secretary, Disciplinary Secretary, Treasurer or Committee Member. He commented
that when he was younger and went to Cambs FA he felt their Committee members
then were “old fogies”, and did not want to be considered the same. He also
organised referees, and would like pass on that responsibility and just referee
when asked. Organising was quite easy as it had been Terry Briggs, Terry Wilby
and himself, with Dick Darler doing some games.
Terry Wilby commented that he would like to hand over the position of
Secretary in a controlled manner, and not just dump it on the next person.
There were no offers and the existing Committee Members were willing to
continue. The Chairman did ask that anyone who would like to be more involved
contact him.

The Club of the Season was decided by ruling out any team for the

RULES OF THE LEAGUE
There were no proposals to change any of the
rules.
Terry Wilby commented that there had been an occasion when a shot had hit
the bar, gone up in the air, landed behind the goal then bounced back hitting
the keeper and ending up in the net, so he had given a goal. The goalkeeper in
that case had considered the ball dead as it had bounced behind the goal. The
interpretation that the ball is in play unless clearly unplayable was agreed to
be correct.
There was a comment from the floor that during the Cup second round (when
both pitches are in use) that it was difficult to know which whistle was for
which game. Graham replied that the referees try to keep far apart, and do have
slightly different sounding whistles.
Terry Briggs commented about the number of times a free kick had to be
taken when defenders didn’t retreat 6 feet from the ball, that players still
play the ball forward at the kick off, many do not know which free kicks are
direct or in-direct and there is always dispute over what is “head height”. As
in any game it is the referees’ interpretation, and players should play to the
whistle and get on with the game.
